About The Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the Position
Under limited direction the Consular and Passports Manager is responsible for the efficient and effective operation of consular, notarial and passport services at the Australian High Commission in Nicosia, Cyprus. The Australian High Commission is also responsible for providing assistance to consular clients in the area not in the effective control of the Republic of Cyprus.
Key responsibilities of the position include but are not limited to:

Manage and perform the full range of day-to-day consular, passport, notarial and client services for Australians in Cyprus including processing, interviewing, preparing, monitoring, assessing and complying with policies, processes and procedures.

Lead and manage another team member, establish work priorities, monitor and provide feedback on performance and identify learning opportunities.

Develop and maintain internal and external stakeholder relationships, including planning and engagement with likeminded missions, including the Cypriot Ministry of Foreign Affairs and other authorities as required.

Manage moderately complex consular cases and provide support to consular clients, including but not limited to prison and hospital visits.

Assist to plan and manage consular and operational responses to significant consular events and crises.

Plan and manage consular responses to significant consular events and crises, including contingency planning exercises and crisis preparedness advice.

Assist with planning and participate in crisis exercises, including annual Exercise Argonaut.

Manage and update consular and passport information on the official website, including consular fees and travel advisories and updating the Facebook social media platform.

Operate and maintain consular, passports, notarial, crisis and other related databases, social media platforms and filing systems.

Perform voting assistance functions during Australian federal, state and/or territory elections.
Qualifications/Experience

Demonstrated ability to work with and manage another team member in a high-pressure client focused environment.

Strong interpersonal skills and demonstrated experience working in a client service role assisting people facing difficult and sensitive situations.

Capacity to build productive working relationships with a broad range of clients and key stakeholders.

Excellent judgment, resilience and the ability to exercise discretion.

Demonstrated ability to prioritise workloads, manage competing tasks and meet time-sensitive deadlines.

Demonstrated ability to adapt and respond effectively to challenging and unforeseen events and crises – experience in crisis situations would be an advantage.

Demonstrated ability to acquire a sound working knowledge of the guidelines, policies and legislation governing the provision of consular, passports and notarial services.

Excellent communication skills in written and spoken English.

Ability to periodically travel to and work in the Australian High Commission’s second office in the area not under the effective control of the Republic of Cyprus.

Sound knowledge of local laws and customs, government agencies, local authorities and social services in Cyprus.
Desirable

Previous experience working with European government authorities.

Previous experience working at a foreign consulate or embassy.

Communication skills in written and spoken Greek and/or Turkish is desirable but not essential.

Experience in consular case management, crisis preparedness or crisis management.
Selection Criteria

E. Proficiency with Microsoft Office applications such as Outlook, Word and Excel with ability to manage electronic records whilst maintaining discretion and confidentiality.
